మొత్తానికి బుకాయింపు, దబాయింపులు తిరుగులేని రాజకీయ వ్యూహాలు అని భూమా నాగిరెడ్డి విశ్వసిస్తున్నట్టుగా ఉన్నాడు. ఏకంగా కూతురును కూడా తీసుకొచ్చి ప్రెస్ మీట్ పెట్టి భూమా నాగిరెడ్డి తన సత్తా ఏమిటో చెప్పుకున్నాడు. వాళ్ల తాతల, వాళ్ల ముత్తాతల దగ్గర నుంచి అందరి రాజకీయ నేపథ్యం గురించి కూడా వివరించాడు. బ్రిటీష్ కాలంలో తాము ఎంత వైభవంగా బతికామో కూడా చెప్పి జనాల కళ్లు తెరిపించాడు! తను ఎమ్మెల్యేగా గెలిస్తే వైకాపాను మూసేస్తారా? అని.. కూడా భూమా సవాలు విసిరాడు!

మరి ఈ చేతిగాని శౌర్యం ఏమిటనేదే అర్థం కావడం లేదు. ఇక్కడ సమస్య భూమా నాగిరెడ్డి తాత ముత్తాతల గురించి కాదనే అనుకోవాలి. తను గెలిస్తే వైకాపాను మూసేస్తారా? అని సవాల్ విసరడం వరకూ బాగానే ఉంది. కానీ గెలవాలంటే ముందుగా భూమా గారు, వారి కూతురు గారు రాజీనామా చేయాలి! ఒక పార్టీ తరపున గెలిచి మరో పార్టీలోకి ఫిరాయించి.. ఎమ్మెల్యే హోదాను అట్టే పెట్టుకున్న ఆయన మాట్లాడుతున్న తీరు హాస్యాస్పదంగా ఉంది.

తను డబ్బుకు అమ్ముడుపోయే టైపు కాదని చెప్పుకున్న ఈ రెడ్డిగారు.. విలువలు పాటించి ఇలాంటి మాటలు చెబితే పద్ధతిగా ఉంటుంది. వైకాపా ను మూసేస్తారా? అని సవాలు విసురుతున్న ఈయన గానీ, పక్కనూ కూర్చున్న భూమా అఖిల ప్రియ కానీ ఎమ్మెల్యే పదవికి రాజీనామా చేయలేదు.

వైకాపా ద్వారా సంక్రమించిన ఎమ్మెల్యే పదవులకు రాజీనామా చేసి.. అప్పుడు సవాల్ విసిరితే అది మగతనం అవుతుంది. అంతే కానీ.. నేను లేస్తే మనిషిని కాదు అంటే, అది కామెడీ అవుతుందని… వేరే చెప్పనక్కర్లేదు. ఇప్పటి వరకూ 20 మంది వైకాపా ఎమ్మెల్యేలు ఫిరాయించినట్టే. మరి వారిలో చాలామంది చేసిన పనికి సిగ్గుపడుతున్నట్టుగా మిన్నకుండి పోయారు.

అయితే భూమా నాగిరెడ్డి , జలీల్ ఖాన్, జ్యోతుల నెహ్రూ వంటి వాళ్లు చేతగాని శౌర్యాన్ని ప్రదర్శిస్తున్నారు. దబాయింపు, బుకాయింపుల ద్వారా రోషాన్ని ప్రదర్శిస్తున్నారు. వీళ్ల కామెడీ వీళ్లను సమర్థించే వాళ్లనుకూడా డిఫెన్స్ లోకే పడేస్తోందని అర్థం చేసుకోలేకపోతున్నట్టున్నారు పాపం!

Hyderabad: Andhra Pradesh State Reorganisation Bill 2013, which seeks to carve out a separate Telangana state, was Monday sent to the Centre along with the report on the debate in the legislature and also resolutions passed in both the houses rejecting the bill.

The documents including the views expressed by the legislators, their suggestions and amendments were sent to Delhi by a scheduled Air India flight in the early hours of Monday amid tight security.

About 35 bundles, weighing about 500 kg, were shifted from state secretariat to Rajiv Gandhi International Airport and from there loaded on the aircraft, officials said.

The material will be handed over to union home ministry. The Group of Ministers (GoM) on Telangana, at its meeting in Delhi Tuesday, will go through the legislature's views and suggestions for incorporating them into the bill. The cabinet will then forward the finalized bill to President Pranab Mukherjee for forwarding the same to the parliament.

The assembly and council Jan 30 had passed by a voice vote official resolutions rejecting the bill and requesting the President not to forward the bill to the Parliament.

However, it took three days for officials to compile the views expressed by the legislators while participating in the debate. The officials of the legislature got translated speeches made in Telugu and Urdu into English. Majority of the legislators had submitted their views, suggestions and amendments in writing.

Speaker N. Manohar had announced that that proposals for amendments and expression of views in writing by the members numbering 9,072 were received. According to officials, 50 copies of the documents were sent as sought by the union home ministry.

Legislature Secretary Raja Sadaram Sunday handed over the bill along with all the documents to Chief Secretary P.K. Mohanty. The latter held meetings with other senior officials and finalized the arrangements for sending the entire material to Delhi. They are also believed to have briefed Chief Minister N. Kiran Kumar Reddy, whose covering letter, was also reportedly enclosed.

It was the chief minister who had moved the resolution rejecting the bill in the assembly. While he and other leaders from Seemandhra are confident that the President will take the resolutions into consideration before taking a decision on sending the bill to the parliament, the leaders from Telangana argue that the resolutions would have no impact on creation of Telangana state.

They point out that since the President had sought views of the legislature under Article 3 of the Constitution, he would not give any importance to the resolutions.

The President had referred the bill to the state legislature Dec 12, asking it to give its opinion by Jan 23. The same was tabled in both the houses Dec 16. However, it could not be taken up for debate for several days to protests by Seemandhra legislators opposing the bifurcation.

The state government had sought four more weeks to debate the bill but the President extended the deadline by a week. The chief minister's request for another extension by three weeks was rejected.

New Delhi/Hyderabad: The AICC headquarters has made its intentions amply clear by not issuing passes to six Seemandhra Congress MPs and by not extending invitation to AICC members like JC Diwakar Reddy and Gade Venkat Reddy.

Being the first AICC session after the CWC decision on Telangana, Friday’s one-day session puts a problem in the form of AP bifurcation before the Congress managers.

Despite high-command’s keenness to avoid flare-ups at the session, the Seemandhra MPs refuse to relent and they want to attend the AICC session come what may. At least two of the six MPs – Lagadapati Rajagopal and Sabbam Hari – have asserted that it is their right to attend the party meeting.

Other four MPs who invited high-command’s ire by giving notice of No-Trust motion in the winter session of Parliament, were also not issues passes to the AICC session. They include - Vundavalli Aruna Kumar, Rayapati Samba Siva Rao, Sai Pratap, Harsha Kumar.

Lagadapati said he will take up the issue of entry passes with top Congress leaders. He is keen to stage a Dharna in front of the Talkatora stadium, the venue of the AICC session.

Speaking in Visakhapatnam, Sabbam Hari said they have been refused passes since they will raise the ‘Samaikyandhra’ issue.

Meanwhile, equal attention goes to the absence of Chief Minister Kiran Kumar Reddy at Thursday’s CWC meeting and at the AICC session on Friday.

The CWC meeting is taking place in the run-up to elections and usually, Chief Ministers of Congress-ruled states, PCC chiefs and CLP leaders are usually invited to the meeting. In fact, all CMs and PCC chiefs attended Thursday’s CWC meeting.

It is most likely that Chief Ministers will be seated on the dais on the eve of AICC session. And CM Kiran will be more conspicuous by his absence from the crucial AICC session on Friday.

However, CM Kiran’s attitude towards the AICC headquarters has been on similar lines since the recent past. Kiran excused himself from the press conference Congress Vice-president Rahul Gandhi addressed after chairing a meeting of Congress chief ministers last month. Rahul himself explained his absence then, saying that CM Kiran informed him about a family engagement back in Hyderabad.

In a coincidence, flexi-boards with slogans of ‘Samaikyandhra’ have cropped up in all 13 districts of coastal Andhra and Rayala Seema.

The Congress managers might have feared that the rule-book approach of Seemadnhra MPs at the session will definitely spell trouble. For instance, Lagadapati requested AICC to pass a private resolution on reversing the T decision.

Citing rules in the party constitution for moving a non- official resolution, he had said, "In the national interest, we oppose further division of states. It is resolved to reverse the July 30, 2013 CWC Resolution of requesting the central government to take steps in accordance with the Constitution of India to form a separate state of Telangana."

Political observers say that the “gradual parting of ways” by CM Kiran might be a measured plan, so that Kiran can chart his own course as the 2014 General elections and Assembly elections approach. And if at all, Kiran “has to” come out of the Congress set-up and lead a political outfit to face elections, the life of that outfit will depend on Congress only.

Bengaluru: In a tragic incident, 40 passengers of a Volvo bus were feared dead after the bus caught fire in Mahabubnagar in Andhra Pradesh early on Wednesday.

The A/C bus owned by Jabbar travels, heading to Hyderabad from Bengaluru, went up in flames at around 5.10 am, when the driver tried to overtake another vehicle and hit the fuel tank to a culvert.

Suddenly the entire vehicle got engulfed in the blaze, police said.

The bus was reportedly carrying 49 passengers, most of whom were going home for Deepavali festival and started from Bengaluru 11 Tuesday night.

Reports said most of the passengers were asleep when the bus caught fire. Only few could escape as they were unable to break the glass open.

According to a senior district official, the bodies were charred beyond recognition and that they were trying to ascertain the number of those dead by obtaining the list of the passengers travelling in the ill-fated vehicle.

The driver along with cleaner and five other passengers managed to escape, police said quoting eyewitnesses.

The air-conditioned bus had automatic locking system which made it difficult for the passengers to escape to safety. Since the bodies were found at the rear end of the bus, it gave an impression that the passengers might have tried to come out of the vehicle from there, the official said.

"It seems the bus was travelling at a high speed when its fuel tank hit the roadside culvert and caught fire. There are some causalities feared as the entire bus has been gutted," a senior police officer told PTI. They are ascertaining the exact number of casualties, he added.

The injured have been shifted to a nearby hospital, latest reports said.

Kothakota police were further investigating the case and senior police officers have rushed to the spot. State Transport Minister Botsa Satyanarayana told PTI that an inquiry would be conducted into the accident.

State information minister D.K. Aruna, who hails from Mehbubnagar district, visited the accident spot. PCC president Satyanarayana, YSRC president Y.S. Jagan Mohan Reddy and TRS president K. Chandrasekhar Rao expressed shock over the mishap.

Hyderabad: Seventeen people were killed and hundreds of villages and several towns were inundated as torrential rains lashed large parts of Andhra Pradesh for the fourth day Friday.

Heavy rains under the impact of low pressure area and a vigorous northeast monsoon hit coastal Andhra, Rayalaseema and Telangana regions, damaging houses and crops over lakhs of acres and throwing normal life out of gear.

The swollen rivulets cut of roads link to hundreds of villages in coastal Andhra and parts of Telangana. Road and rail transport was affected due to flooding of roads and railway tracks, especially in Srikakulam district of north coastal Andhra.

According to officials of the disaster management department, the death toll in rains rose to 17 while two people were missing. Prakasam district accounted for five deaths, Guntur four and Hyderabad three.

Over 67,000 people were evacuated from low-lying areas and moved to 135 relief camps in seven districts. Thousands of people were stranded in marooned villages without food and drinking water.

Over 3,000 houses were damaged in the rains, which inundated not only hundreds of villages in Srikakulam, Vizianagaram, East Godavari, West Godavari, Prakasam, Guntur, Krishna, Nalgonda and Mahabubnagar districts but also low-lying areas in Hyderabad and in Vijayawada, Visakhapatnam, Guntur, Ongole and Eluru towns.

Nine teams of the National Disaster Response Force (NDRF) were sent to affected districts for rescue and relief operations. Four teams were sent to Srikakulam, three to Guntur and one each to Nalgonda and West Godavari district.

Officials said 117 irrigation tanks were damaged, majority of them in Srikakulam district where Vamsadhara river is in spate. The road transport between Andhra Pradesh and Odisha came to a halt while several trains were either cancelled or diverted due to submergence of railway tracks.

The rains have inundated crops over 2.49 lakh hectares including cotton crops over 1.31 lakh hectares and paddy over 1.07 lakh hectares.

Chief Minister N. Kiran Kumar Reddy reviewed the situation in Hyderabad and directed officials to launch rescue and relief operations.

With the met office warning of heavy rains over the next two days, the district collectors were asked to be on high alert and evacuate people from low-lying areas.

Hyderabad: Former Andhra Pradesh police chief V. Dinesh Reddy Tuesday levelled serious allegations against Chief Minister N. Kiran Kumar Reddy, saying he did not want the formation of a Telangana state.

The former director general of police told reporters here the chief minister did not extend his term in office as part of a conspiracy to shield his brother Santosh Reddy allegedly involved in land grabbing.

The former police chief made these sensational allegations a day after the Supreme Court rejected Dinesh Reddy's petition for extending his term by an year.

He claimed the chief minister brought pressure on him to say that if Telangana was created, the Maoist problem would resurface.

"As a conscientious officer I refused to say this," said Dinesh Reddy, who hails from Nellore district of coastal Andhra.

Dinesh Reddy said the chief minister also brought pressure on him to allow a meeting of employees of Seemandhra (Rayalaseema and coastal Andhra) in Hyderabad. He claimed that Kiran Reddy also questioned his decision to seek central paramilitary forces before the announcement on carving Telangana out of Andhra Pradesh.

"I want to tell people how safe we are in the state when for the chief minister his personal agenda is more important than the law and order and public interest," he said, alleging that the chief minister humiliated him by abruptly ending his term after promising extension.

Dinesh Reddy retired as the state police chief Sep 30 after attaining the age of superannuation as both the Central Administrative Tribunal (CAT) and the state high court dismissed his petition seeking directions to the government to extend his term.

Last month, the Supreme Court ordered a Central Bureau of Investigation (CBI) probe into Dinesh Reddy's alleged illegal assets, following a petition moved by another Indian Police Service officer, Umesh Kumar.

After Dinesh Reddy's allegations, leaders of the Congress party from Telangana and other parties urged the central government to sack the chief minister and order a CBI probe against him and his brother.

Former minister and Congress legislator P. Shankar Rao called for a thorough probe into what he called the chief minister's scams. Shankar Rao wanted to know if Dinesh Reddy got him arrested in a land case at the chief minister's instance.

Telangana Rashtra Samithi leader K. Taraka Rama Rao said Dinesh Reddy's allegations proved that Kiran Reddy was acting as a leader of Seemandhra. He asked the central government to immediately sack him.

Hyderabad: After Tourism Minister Chiranjeevi, HRD Minister MM Pallam Raju on Friday resigned from the union cabinet in protest against the UPA government’s move to clear the formation of Telangana.

“Deeply offended and aggrieved that the cabinet did not take any note of our anguish. Cabinet has acted in great haste without understanding the issues or the statements of the people. It is harmful to the state,” he said.

“It is a very sad day for Andhra Pradesh,” he added.

The emotive state bifurcation issue has once again flared up in Andhra Pradesh with a 72-hour band throwing life out of gear in the entire Seemandhara region.

Though the issue has been simmering ever since the Congress Working Committee (CWC) gave its nod for the creation of Telangana as the nation’s 29th state, the pro-united Andhra leaders and people in Seemandhara and Rayalaseema had remained hopeful that the UP government may go for a last minute rethink on its stand.

However, with the Union Cabinet, yesterday, setting up a Group of Ministers (GoM) under Finance Minister P Chidambaram to work out the modalities for creation of the new state, the anger in Seemandhara has grown manifolds.

Textiles Minister KS Rao had offered to quit as well, reports said. Also, Congress' V Aruna Kumar, MP from Rajahmundry, tendered his resignation both from the party and Parliament in protest over the decision.

Meanwhile, Congress MP from Seemandhra L Rajagopal today said he will move the Supreme Court challenging the move.

The move violates the federal principles and structure of the Constitution, he said.

Contending that majority of the people of Andhra Pradesh are against the bifurcation, he said when a resolution in this regard is moved in the State Assembly, "we will ensure that it is defeated".

The 72-hour bandh is expected to be near total in the entire Seemandhara region and would be felt in cities like Vijayawada and Vishakapatnam. In Tirupati in Rayalaseema the situation is no better with devotees to Tirumala abode of Lord Venkateshwara finding it extremely difficult to reach the hill top shrine in absence of public transport.

The Seemandhara Lawyer Joint Action Committee (JAC) has also called a 48-hour-bandh in the 13 districts of Seemandhara and the Andhra Pradesh Non-Gazetted Officers (APNGOs) Association has called for 48-hour blockade of national highways.

టి నోట్ పైన ఊరూరా వాడవాడా వందల సంఖ్యలో ప్రజలు వీధుల్లోకి వచ్చారు. దుకాణాలు మూయించారు. రోడ్లు దిగ్బంధించారు. అడుగడుగునా టైర్లు వేసి తగులబెట్టారు. సోనియా, దిగ్విజయ్, చిరంజీవి, చంద్రబాబు, ఆంటోని దిష్టిబొమ్మలను దహనం చేశారు. సీతానగరంలో రాష్ట్ర విభజన వార్తలను చూడలేక టీవీలను పగులగొట్టారు.

గురువారం రాత్రి 10.30 గంటల సమయంలో గుర్తు తెలియని వ్యక్తులు రాజమండ్రిలో నగర కాంగ్రెస్ పార్టీ కార్యాలయం దహనం చేసే ప్రయత్నం చేశారు. కార్యాలయంలోకి కిరోసిన్‌తో సీసాలు విసిరి నిప్పు పెట్టారు. అంతకు ముందు విశాఖపట్నం మధురవాడలో రాజీవ్‌గాంధీ విగ్రహాలను గురువారం తెల్లవారుజామున ఎవరో ధ్వంసం చేశారు.

అనంతపురం జిల్లాలో వైయస్సార్ కాంగ్రెసు, తెలుగుదేశం పార్టీ మధ్య ఉద్రిక్తత తలెత్తింది. పట్టణంలోని సప్తగిరి కూడలిలో టిడిపి ర్యాలీని జగన్ పార్టీ కార్యకర్తలు అడ్డుకున్నారు. టిడిపి ఎమ్మెల్యే, కార్యకర్తల పైన కుర్చీలు, రాళ్లతో దాడి చేశారు. దీంతో టిడిపి ప్రతిదాడికి దిగింది. ఇరువర్గాలు రాళ్లు రువ్వుకున్నాయి. పోలీసులు పరిస్థితిని అదుపులోకి తీసుకు వచ్చారు.

New Delhi: The Union Cabinet will on Thursday raise the issue of the creation of Telangana at a meeting.

According to a news channel, a Cabinet note on Telangana, prepared last night, says Hyderabad will be Telangana's capital. However, the option for a capital for the rest of Andhra Pradesh has been left open.

The Cabinet, after giving its approval to the creation of a separate Telangana state, is expected to form a Group of Ministers (GoM) to go threadbare into the issues arising out of the bifurcation of Andhra Pradesh. That is likely to be followed by a resolution being sent to Andhra Pradesh Assembly regarding the formation of the new state. After formation, Telangana will be the 29th state of India.

Calling bifurcation a loss for the state, Andhra Pradesh Chief Minister Kiran Kumar Reddy said, "I believe the Cabinet note is not on the agenda. It may come as a table item. But we will wait for the Cabinet decision. The party may win or lose an election, but the bifurcation will be a big loss for the entire state and all people. There will be a severe power shortage. Naxal movement might see a return. Water distribution will be a problem. Hyderabad is a hub for health facilities and education."

On Tuesday, Prime Minister Manmohan Singh had said the issue of creation of separate state of Telangana was receiving the government's attention in the right earnest.

Speaking to reporters on board his special aircraft while returning from New York after attending the UN General Assembly session, the Prime Minister had said the government was seized of the issue.

"The Telengana issue is receiving the attention of the government in right earnest. As soon as I go back I will find out from the Home Minster what stage he has been able to reach up to. But this is very much on our minds," he said.

On October 01, a report in a news agency had said that the approval of the Union Cabinet for creation of Telangana could be delayed as the Home Ministry is yet to finalise the note to be put up before it. Home Minister Sushilkumar Shinde has not yet given the go ahead to the draft prepared for presentation before the Cabinet, sources said.

The CWC, which met on 30 July, passed a resolution requesting the Centre “to take steps in accordance with the Constitution to form a separate state of Telangana… within a definite timeframe”.

There have been continuing protests in the non-Telangana parts of Andhra Pradesh against the decision to carve out the new state. The Monsoon Session of Parliament also witnessed strong protests by Congress and TDP MPs from the Seemandhra region against any move to divide Andhra Pradesh.
