Andhra Pradesh usually is going to elections along with Parliament elections for the last few terms. This term should have been the same but this is going to change due to the ongoing bifurcation issue. Even though the Telangana Bill is passed, there are some formalities to be completed before the states getting separated. This process is expected to take 3-4 months time. Previously it took 4 months time for Chattisgarh to get separated.
However Parliament elections will take place as usually in the two regions along with the states. Election Commission of India will have the final deciding authority in this issue. Some high profile sources in media say to postpone Assembly elections, Congress led UPA Government is tilting more towards Presidents Rule than appointing new Chief Minister in the state. The notification for General elections is expected to come by the first week of March.

The election notification for Andhra Pradesh State Assembly is all set to arrive by the end of this month. We are said that the Election Commission is planning to complete all the formalities by February 25th and release the notification by 28th. And the election code of conduct will immediately come in to force. According to the state election commission 72 Lakh New Voters are registered this year and will be casting their vote for the first time. The commission also removed 36 Lakh voters who are either dead or fake.
This election will also have the introduction of NOTA option for the first time in Andhra Pradesh history. NOTA stands for None of The Above which can be pressed if the voter do not like any contestant of the election. The NOTA button will be present in the last of Electronic Voting Machines.

Hyderabad: Andhra Pradesh State Reorganisation Bill 2013, which seeks to carve out a separate Telangana state, was Monday sent to the Centre along with the report on the debate in the legislature and also resolutions passed in both the houses rejecting the bill.

The documents including the views expressed by the legislators, their suggestions and amendments were sent to Delhi by a scheduled Air India flight in the early hours of Monday amid tight security.

About 35 bundles, weighing about 500 kg, were shifted from state secretariat to Rajiv Gandhi International Airport and from there loaded on the aircraft, officials said.

The material will be handed over to union home ministry. The Group of Ministers (GoM) on Telangana, at its meeting in Delhi Tuesday, will go through the legislature's views and suggestions for incorporating them into the bill. The cabinet will then forward the finalized bill to President Pranab Mukherjee for forwarding the same to the parliament.

The assembly and council Jan 30 had passed by a voice vote official resolutions rejecting the bill and requesting the President not to forward the bill to the Parliament.

However, it took three days for officials to compile the views expressed by the legislators while participating in the debate. The officials of the legislature got translated speeches made in Telugu and Urdu into English. Majority of the legislators had submitted their views, suggestions and amendments in writing.

Speaker N. Manohar had announced that that proposals for amendments and expression of views in writing by the members numbering 9,072 were received. According to officials, 50 copies of the documents were sent as sought by the union home ministry.

Legislature Secretary Raja Sadaram Sunday handed over the bill along with all the documents to Chief Secretary P.K. Mohanty. The latter held meetings with other senior officials and finalized the arrangements for sending the entire material to Delhi. They are also believed to have briefed Chief Minister N. Kiran Kumar Reddy, whose covering letter, was also reportedly enclosed.

It was the chief minister who had moved the resolution rejecting the bill in the assembly. While he and other leaders from Seemandhra are confident that the President will take the resolutions into consideration before taking a decision on sending the bill to the parliament, the leaders from Telangana argue that the resolutions would have no impact on creation of Telangana state.

They point out that since the President had sought views of the legislature under Article 3 of the Constitution, he would not give any importance to the resolutions.

The President had referred the bill to the state legislature Dec 12, asking it to give its opinion by Jan 23. The same was tabled in both the houses Dec 16. However, it could not be taken up for debate for several days to protests by Seemandhra legislators opposing the bifurcation.

The state government had sought four more weeks to debate the bill but the President extended the deadline by a week. The chief minister's request for another extension by three weeks was rejected.

The game of dramatic politics is still on in Andhra Pradesh and whether the state will remain united or not, many are focusing on who will take CM Kiran’s chair.
As part of that, whoever goes to Sonia Gandhi’s meeting these days, it is being speculated as he is being made as the CM.
However, this theory doesn’t seem to apply for Chiranjeevi.
Recently Chiru went for a meeting with Sonia but nobody is speculating about his candidature for the CM’s chair.
This is conveying clearly that he may be a megastar in cinema but he has become the most popular junior artist in politics.
Nobody is able to believe or imagine that he can become the CM.
Instead, they are suggesting he should return to films and do his 150th film.
Lately, his fans are also saying Chiranjeevi should work where there is respect and dignity for him but not like this.
But will Chiru really listen to such things?

The Group of Ministers (GoM) on Telangana may submit its report on Andhra Pradesh’s bifurcation to the Union Cabinet on Thursday.

The GoM, whose main task is to look into the state’s division, has already finalised the report as well as the draft Bill on Telangana.

While the Union Cabinet does have a scheduled meeting today, the GoM was not forthcoming on whether it will present the draft Bill today.

Bill but remained non-committal on when it will be submitted to the Union Cabinet.

Home Minister Sushilkumar Shinde, who heads the GoM, yesterday said: "Some discussions are still left. I cannot say when the GoM will submit the report to Cabinet."

Shinde made the remarks after chairing a four-hour long meeting of the GoM wherein various issues concerning the bifurcation and distribution of assets between the residuary state of Andhra Pradesh and Telangana were discussed.

The GoM has already met leaders of eight political parties, Union ministers from Andhra Pradesh, Chief Minister N Kiran Kumar Reddy and state officials over the last month and sought their opinion on distribution of assets and other issues between the new state and the residuary state of Andhra Pradesh.

The Home Minister has remarked earlier that the Telangana Bill would be tabled in the Winter Session of Parliament.

Once the Cabinet puts its stamp of approval on the Bill, the proposal will be forwarded to President Pranab Mukherjee who in turn will refer it to Andhra Pradesh Assembly for approval. However, the Assembly resolution is not binding under the Constitution.

The Union Cabinet then can consider the Andhra Pradesh Reorganisation Bill and with Union Cabinet's approval, it will send it to the President before being tabled in Parliament.

The Winter Session of Parliament commences on December 5 and will conclude on December 20.

Sriharikota: With a huge roar and plumes of smoke and fire, India’s first attempt at inter-planetary flight — the Mars Orbiter Mission — blasted off to space at 2.38 pm from the Satish Dhawan Space Centre spaceport here on board the workhorse PSLV-C25. With clear skies, it was a perfect textbook launch.
Simultaneously, computer screens crackled to life with numbers cascading down and hotlines buzzed as scientists at the Indian Space Research Organisation’s (ISRO) kept a close tab on the launch. ISRO chairman Dr K. Radhakrishnan and senior space scientists spent anxious moments at the launchpad control room.

Among those who witnessed the launch was Union Minister in Prime Minister’s Office  Narayansamy.

BJP's prime ministerial candidate Narendra Modi scored a political point by becoming the first politician to congratulate ISRO. “India has once again established itself in the world. I congratulate the scientists and technicians behind the mission”, he said.

Why Mars, why now

After 112.75 seconds into the launch and at an altitude of 57.67 km, the first stage of the rocket got separated successfully. And at 112.95 seconds, the second stage was ignited, giving the Orbiter a new thrust.

At 201.75 seconds, and at an altitude of 113.169 km, the crucial heat shield will get separated and this would be followed by second stage separation at 264.74 seconds after launch and at an altitude of 132.311 km. The third state ignition will take place seconds later at 265.94 seconds and the third stage separation will come at 583.60 seconds at an altitude of 194.86 km.

Thereafter, the crucial fourth stage ignition took place at 2100 seconds at an altitude of 271.317 km into space. The confirmation of this came from Nalanda ship anchored in the sea to monitor the progress of the launch. The fourth stage performance is normal, ISRO confirmed.

The fourth state was shut off at 2619.72 seconds at an altitude of 342.515 km. In another crucial move, the Mars Orbiter got separated at an altitude of 383.388 km -- 2656.72 seconds after launch. From there on, it will be a lonely voyage of the Orbiter which will be closely monitored by an array of high-powered antennas and a big team of scientists on land and sea.

The 44.4-metre PSLV,  on its silver jubilee flight, will place the 1,337-kg Mars Orbiter in a highly elliptical orbit that will be 250 km at its closest point to the earth, and 23,500 km when farthest.

After flying past the earth half a dozen times and gathering speed in what is called sling-shot effect, the Orbiter will set off to Mars by December, and reach the red planet in September 2014.

If the mission succeeds, it will be one of the least expensive Martian missions in the world, at a total cost of Rs 450 crore.

On Monday, Indian Space Research Organisation scientists performed mandatory checks and fuelled up the second stage of the rocket.

Earlier, Dr Radhakrishnan offered worship at the Sri Changala  Parameswari temple in Sullurpeta and at the Venkateswara temple at Tirumala. Over the years, it has become a convention for the ISRO chief to worship at the temples ahead of any launch.

Blaming, Abuse have become quite common for Chiranjeevi and his fans after the actor’s failure stint in Politics. Fans have started to get used to it since they are on back foot. But this time the abuse or criticism whatever you call came from a National channel, CNN-IBN. The article has a stringiest words on the actor and his political career highlighting the recent stone pelting on the actor when he is on a visit to cyclone affected areas in North Andhra. While the base line of the article, ‘The actor losing his stature after entering politics’ is an unarguable fact, the words used in it did not go well with the fans..
They came back strongly this time. There is a furry of abusive tweets on IBN with a hash tag #ShameOnIBN from the fans and the retaliation was so strong that the hash tag began to trend on Twitter and Rajdeep Sardesai, the Editor in Chief of the channel had finally succumbed to pressure and tendered an apology to Mega Star and his fans. Bengaluru: In a tragic incident, 40 passengers of a Volvo bus were feared dead after the bus caught fire in Mahabubnagar in Andhra Pradesh early on Wednesday.
The A/C bus owned by Jabbar travels, heading to Hyderabad from Bengaluru, went up in flames at around 5.10 am, when the driver tried to overtake another vehicle and hit the fuel tank to a culvert.
Suddenly the entire vehicle got engulfed in the blaze, police said.
The bus was reportedly carrying 49 passengers, most of whom were going home for Deepavali festival and started from Bengaluru 11 Tuesday night.
Reports said most of the passengers were asleep when the bus caught fire. Only few could escape as they were unable to break the glass open.
According to a senior district official, the bodies were charred beyond recognition and that they were trying to ascertain the number of those dead by obtaining the list of the passengers travelling in the ill-fated vehicle.
The driver along with cleaner and five other passengers managed to escape, police said quoting eyewitnesses.
The air-conditioned bus had automatic locking system which made it difficult for the passengers to escape to safety. Since the bodies were found at the rear end of the bus, it gave an impression that the passengers might have tried to come out of the vehicle from there, the official said.
"It seems the bus was travelling at a high speed when its fuel tank hit the roadside culvert and caught fire. There are some causalities feared as the entire bus has been gutted," a senior police officer told PTI. They are ascertaining the exact number of casualties, he added.
The injured have been shifted to a nearby hospital, latest reports said.
Kothakota police were further investigating the case and senior police officers have rushed to the spot. State Transport Minister Botsa Satyanarayana told PTI that an inquiry would be conducted into the accident.
State information minister D.K. Aruna, who hails from Mehbubnagar district, visited the accident spot. PCC president Satyanarayana, YSRC president Y.S. Jagan Mohan Reddy and TRS president K. Chandrasekhar Rao expressed shock over the mishap.

Hyderabad: Seventeen people were killed and hundreds of villages and several towns were inundated as torrential rains lashed large parts of Andhra Pradesh for the fourth day Friday.

Heavy rains under the impact of low pressure area and a vigorous northeast monsoon hit coastal Andhra, Rayalaseema and Telangana regions, damaging houses and crops over lakhs of acres and throwing normal life out of gear.

The swollen rivulets cut of roads link to hundreds of villages in coastal Andhra and parts of Telangana. Road and rail transport was affected due to flooding of roads and railway tracks, especially in Srikakulam district of north coastal Andhra.

According to officials of the disaster management department, the death toll in rains rose to 17 while two people were missing. Prakasam district accounted for five deaths, Guntur four and Hyderabad three.

Over 67,000 people were evacuated from low-lying areas and moved to 135 relief camps in seven districts. Thousands of people were stranded in marooned villages without food and drinking water.

Over 3,000 houses were damaged in the rains, which inundated not only hundreds of villages in Srikakulam, Vizianagaram, East Godavari, West Godavari, Prakasam, Guntur, Krishna, Nalgonda and Mahabubnagar districts but also low-lying areas in Hyderabad and in Vijayawada, Visakhapatnam, Guntur, Ongole and Eluru towns.

Nine teams of the National Disaster Response Force (NDRF) were sent to affected districts for rescue and relief operations. Four teams were sent to Srikakulam, three to Guntur and one each to Nalgonda and West Godavari district.

Officials said 117 irrigation tanks were damaged, majority of them in Srikakulam district where Vamsadhara river is in spate. The road transport between Andhra Pradesh and Odisha came to a halt while several trains were either cancelled or diverted due to submergence of railway tracks.

The rains have inundated crops over 2.49 lakh hectares including cotton crops over 1.31 lakh hectares and paddy over 1.07 lakh hectares.

Chief Minister N. Kiran Kumar Reddy reviewed the situation in Hyderabad and directed officials to launch rescue and relief operations.

With the met office warning of heavy rains over the next two days, the district collectors were asked to be on high alert and evacuate people from low-lying areas.

The recent agitation in the state turned the lives of Congress leaders in Seemandhra region too worse. People in that region were not even allowing the leaders to reside in their homes. 2014 elections is fast approaching and the party leaders need to start the election campaigns. This year election campaigns will be a nightmare to Congress leaders in Seemandhra.

To avoid this situation, the leaders in Seemandhra needs to form a new party. Few leaders like Kiran and Chiru were trying to do justice to Seemandhra region and hence they may form a new party to serve the Seemandhra region. Chiranjeevi may bring back the Praja Rajyam Party into action once again.

With the help of experienced politician Kiran Kumar Reddy, Chiru may start the operations in Seemandhra to fight against Separate Telengana. “Will the people vote for these leaders in 2014 elections if they establish new party?” turned out to be a hot topic. The future of Congress leaders in Seemandhra looks quite unpredictable.

Chief Minister N Kiran Kumar Reddy on Tuesday got a call from the Congress high command asking him to come to New Delhi in a day or two.

According to party sources, Kiran is expected to leave for New Delhi on Thursday afternoon, a couple of hours after he holds negotiations with the APNGOs’ Association leaders.

The call led to speculations that the high command might ask him to see that the draft Bill on Telangana is passed in the state assembly at any cost and there should not be any defiance of the party legislators from Seemandhra.

And in case the Chief Minister himself puts up a defiant posture, the Centre might consider sacking him and impose President’s Rule in the state, say sources.

When the Gujarat CM Narendra Modi came to Hyderabad, he praised the great N T Rama Rao in a big way.

Many thought BJP is chasing TDP because of no other alternative. So a possible TDP-BJP alliance was strongly predicted. But now it looks like the situation is not indicating such alliances.

Apparently, Naidu is doing fasting in Delhi but Modi has not gone there and showed his solidarity.

Sources say Modi is traveling quite frequently to Delhi but he has not gone and met Naidu.

It is also heard that recently in Delhi one program happened and Naidu was onstage. Modi didn’t really take the name of Naidu while Naidu was all praises for Modi.

At the closing stages, Modi reportedly shook hands with few industrialists and left ignoring Naidu completely.

Buzz is that Modi has realized Naidu has lost his power in AP. As such, TRS has strong following for taking Telangana stand and Jagan for taking strong Samaikyandhra stand.

The cat on the wall Naidu has no scene and lost a lot of his following.

Hyderabad: Former Andhra Pradesh police chief V. Dinesh Reddy Tuesday levelled serious allegations against Chief Minister N. Kiran Kumar Reddy, saying he did not want the formation of a Telangana state.

The former director general of police told reporters here the chief minister did not extend his term in office as part of a conspiracy to shield his brother Santosh Reddy allegedly involved in land grabbing.

The former police chief made these sensational allegations a day after the Supreme Court rejected Dinesh Reddy's petition for extending his term by an year.

He claimed the chief minister brought pressure on him to say that if Telangana was created, the Maoist problem would resurface.

"As a conscientious officer I refused to say this," said Dinesh Reddy, who hails from Nellore district of coastal Andhra.

Dinesh Reddy said the chief minister also brought pressure on him to allow a meeting of employees of Seemandhra (Rayalaseema and coastal Andhra) in Hyderabad. He claimed that Kiran Reddy also questioned his decision to seek central paramilitary forces before the announcement on carving Telangana out of Andhra Pradesh.

"I want to tell people how safe we are in the state when for the chief minister his personal agenda is more important than the law and order and public interest," he said, alleging that the chief minister humiliated him by abruptly ending his term after promising extension.

Dinesh Reddy retired as the state police chief Sep 30 after attaining the age of superannuation as both the Central Administrative Tribunal (CAT) and the state high court dismissed his petition seeking directions to the government to extend his term.

Last month, the Supreme Court ordered a Central Bureau of Investigation (CBI) probe into Dinesh Reddy's alleged illegal assets, following a petition moved by another Indian Police Service officer, Umesh Kumar.

After Dinesh Reddy's allegations, leaders of the Congress party from Telangana and other parties urged the central government to sack the chief minister and order a CBI probe against him and his brother.

Former minister and Congress legislator P. Shankar Rao called for a thorough probe into what he called the chief minister's scams. Shankar Rao wanted to know if Dinesh Reddy got him arrested in a land case at the chief minister's instance.

Telangana Rashtra Samithi leader K. Taraka Rama Rao said Dinesh Reddy's allegations proved that Kiran Reddy was acting as a leader of Seemandhra. He asked the central government to immediately sack him.
