Hyderabad: Seventeen people were killed and hundreds of villages and several towns were inundated as torrential rains lashed large parts of Andhra Pradesh for the fourth day Friday.

Heavy rains under the impact of low pressure area and a vigorous northeast monsoon hit coastal Andhra, Rayalaseema and Telangana regions, damaging houses and crops over lakhs of acres and throwing normal life out of gear.

The swollen rivulets cut of roads link to hundreds of villages in coastal Andhra and parts of Telangana. Road and rail transport was affected due to flooding of roads and railway tracks, especially in Srikakulam district of north coastal Andhra.

According to officials of the disaster management department, the death toll in rains rose to 17 while two people were missing. Prakasam district accounted for five deaths, Guntur four and Hyderabad three.

Over 67,000 people were evacuated from low-lying areas and moved to 135 relief camps in seven districts. Thousands of people were stranded in marooned villages without food and drinking water.

Over 3,000 houses were damaged in the rains, which inundated not only hundreds of villages in Srikakulam, Vizianagaram, East Godavari, West Godavari, Prakasam, Guntur, Krishna, Nalgonda and Mahabubnagar districts but also low-lying areas in Hyderabad and in Vijayawada, Visakhapatnam, Guntur, Ongole and Eluru towns.

Nine teams of the National Disaster Response Force (NDRF) were sent to affected districts for rescue and relief operations. Four teams were sent to Srikakulam, three to Guntur and one each to Nalgonda and West Godavari district.

Officials said 117 irrigation tanks were damaged, majority of them in Srikakulam district where Vamsadhara river is in spate. The road transport between Andhra Pradesh and Odisha came to a halt while several trains were either cancelled or diverted due to submergence of railway tracks.

The rains have inundated crops over 2.49 lakh hectares including cotton crops over 1.31 lakh hectares and paddy over 1.07 lakh hectares.

Chief Minister N. Kiran Kumar Reddy reviewed the situation in Hyderabad and directed officials to launch rescue and relief operations.

With the met office warning of heavy rains over the next two days, the district collectors were asked to be on high alert and evacuate people from low-lying areas.

Following worsening of the law and order and power situation in Andhra Pradesh, the Congress bosses in Delhi are believed to have pulled up the Chief Minister N Kiran Kumar Reddy and asked him to initiate steps to improve the situation.

According to sources, the party central leaders, including Digvijay Singh, called up Kiran and expressed concern over the deteriorating situation in the state.

They asked the Chief Minister to immediately initiate talks with the striking employees of the power utilities to see that the power supply crisis does not worsen further leading to the collapse of the southern grid.

If that happens, the entire South India including the neighbouring Tamil Nadu and Karnataka would plunge into darkness and adversely affect the country's economy.

It is said that the Congress President Sonia Gandhi is unhappy over the way the Chief Minister has been continuously defying the party's decision on formation of Telangana state and the reports of the state government's deliberate inaction in Seemandhra have not gone down well with the party high command.

It wants Chief Minister to act quickly and stem the worsening situation.

Meanwhile, Digvijay Singh once again reiterated that there would be no going back on the creation of Telangana state.

"We have taken this decision only after thorough consultations and after receiving consent letters from major political parties. Now, we cannot reverse the decision. It is the responsibility of the state leadership to cooperate in implementation of the decision as everyone had earlier assured to abide by the decision of the high command," Singh said.

As a result of the directive from the Centre, the Chief Minister has decided to hold talks with the striking employees of power utilities to find a solution to end the strike.

Hyderabad: Andhra Pradesh government employees, who are at the forefront of ongoing agitation against the proposed division of the state, would firm up their future course of action on Monday.

On Sunday, P Ashok Babu, the leader of employees addressed a public meeting at Kurnool in Rayalaseema region.

The pro-united Andhra employees have been on strike since August 13 and they are not in a mood to relent even though they did not get salaries, Ashok Babu said.

The employees have organised various forms of protest during the agitation programme.

Ashok Babu demanded MPs from Seemandhra regions quit their posts to put pressure on the Centre to retain the unity of Andhra Pradesh.

A 'million march' of united-Andhra supporters would be held in Hyderabad if the Bill for formation of separate state is tabled in Parliament, he said.

Highlighting the need to keep the state united, Ashok Babu said water sharing would be a huge problem in the event of division.

Observing that Hyderabad is home to several top educational institutions and companies, he said students and job-seekers from Seemandhra regions would suffer if the state is divided.

"United Andhra is the wish of crores of people and organising the meeting, without participation of political leaders, for seven long hours reflected the mood of the people," Ashok Babu said.

Several leaders of employees and other united-Andhra protagonists spoke on the occasion.

Mumbai: A young chartered accountant student from Hyderabad has allegedly hacked into the e-filing of income tax returns account of leading industrialist Anil Ambani, with an intention to know his income and tax amount paid over a period of time, police said today.

The 21-year-old woman, who has been doing her chartered accountancy articleship at Manoj Daga & Company in Hyderabad, was booked under relevant sections of Information Technology Act on September 7, after a preliminary investigation and faces arrest in the case
.

“The girl hacked Ambani’s e-filing of Income-Tax returns account with an intention to check the industrialist’s income and tax amount paid by him over the period of time.

After hacking the account of the chairman of Anil Dhirubhai Ambani Group (ADAG), she accessed the details of his income, tax amount paid, PAN card number and even changed twice the password of his e-account on the IT website,” an official involved in the probe said.

According to police, a chartered accountant firm in Mumbai, which files 54-year-old Ambani’s individual tax details, was intimated through an email from IT department on June 26 that as per request, the industrialist’s e-return account had been changed.

Again on July 12, the firm received another email stating that second time the password had been changed. As suspicion grew, the ADAG group representative complained to Joint Police Commissioner (Crime) Himanshu Roy, who directed cyber cell inspector Mukund Pawar to probe the case.

“As preliminary probe suggested it as a clear case of cyber crime since it involved hacking into the e-return account, a case was registered on September 7. Probe revealed that the account was hacked from Manoj Daga & Company’s computer following which a team rushed there and upon questioning, the girl confessed to have hacked into Ambani’s account,” Pawar said.

The server has been seized, Pawar said adding that, ”we have all technical and physical evidence against her. The accused, who is in Hyderabad, will have to face the arrest.” The offence was bailable and she will be arrested soon, another police official said.

Hyderabad: Kims College of Physiotherapy principal and vice-principal were booked for misbehaving with a student by Ramgopalpet police after the third year girl student lodged a complaint against them.
The 24-year-old student alleged that the vice-principal, Dr P. Hareesh Kumar, 35, grabbed her hand and misbehaved with her in the presence of the principal, Syed Asad Ali, when she went to discuss her attendance in the principal’s cabin.
Hareesh Kumar has denied the accusation. The student said in her police complaint that the incident took place on Saturday morning.
“As I had attendance shortage in the academic year, I went to meet the principal to request that he accept my examination application form. However, I was questioned by the vice-principal, who suddenly caught my hand and misbehaved with me while the principal was laughing at the act,” the complaint said.
Moreover, she said that she had taken her sister with her but the principal and vice-principal had told her sister to stay outside.
After the victim’s parents approached the police, Ramgopalpet police booked a case under IPC Section 354 (assault or criminal force to woman with intent to outrage her modesty).
Hareesh Kumar said that the student was enraged after he and the principal said that she would not be allowed to sit for the examination as she did not have the required attendance.
“Enraged by our reaction, she started talking rudely to us. In between, she took out her mobile phone, which is prohibited inside the principal’s cabin. When I told her to keep the phone away, she suddenly cried and ran out. We were five people inside the cabin including a female staff. It’s absolutely false when she says that I misbehaved with her,” Kumar said.

Under pressure from several quarters, UPA government is likely to convert Hyderabad – the present capital of Andhra Pradesh - into a Union Territory for five years and declare it as the joint capital of two states after Telangana becomes a separate state.

Reports, Monday, said that the issue is likely to come up for discussion when the UPA coordination committee meets on July 31 to discuss the formation of Telangana.

Although, Andhra Pradesh Chief Minister N Kiran Kumar Reddy has expressed his strong opposition to the bifurcation of the state, it is likely that the Congress top brass will give a go ahead to the creation of Telangana.

The Congress is also reportedly deliberating on over inclusion of two Rayalaseema districts in Telangana.

As per reports, Hyderabad as a UT will be administered by a lieutenant governor. The Governor of the Telangana state will be the ex-officio lieutenant governor of Hyderabad in these five years, sources claim.

A proposal to this effect is expected to come up before the Union cabinet on or before August 5.

The Union Cabinet will take up the issue only after the Congress working committee and the UPA coordination committee approves the proposal to bifurcate Andhra Pradesh.

Sources also claim that the Union Cabinet is also expected to deliberate on whether to create Telangana or a Rayala-Telangana state. The former will consist of the ten districts of Telangana and the latter proposal envisages the addition of two Rayalaseema districts — Anantapur and Kurnool to the proposed Telangana state.

Interestingly, the Andhra region of the bifurcated state will be called Andhra Pradesh.

Sources claim that the Congress central leadership hopes to complete this process within a week, ahead of the Monsoon Session of Parliament that commences on August 6.

A bill calling for the creation of Telangana might also be presented in this session itself. In such situation, incumbent Chief Minister Kiran Kumar Reddy will be required to resign paving way for the appointment of a new chief minister for integrated Andhra Pradesh to oversee the process of bifurcation.

Meanwhile, the state intelligence agencies have warned of major trouble in the Seemandhra region in the wake of the announcement, which will lead to the possibility of the Centre clamping the President's Rule in the state till the process of bifurcation is complete.

Kiran Kumar Reddy has called the move a ‘suicidal step’.

Reddy had told Congress president Sonia Gandhithat "creating Telangana would be a suicidal step and it would be difficult for him to preside over any move to bifurcate the state".

In all possibility, it looks doubtful if the upcoming session of Lok Sabha will be able to clear the Telangana bill. This because the BJP, which has already committed to Telangana, may disrupt the house fearing that the creation of the new state will politically benefit the Congress.

His daughter Susmita says there was. She charges that the murder attempt was made by the police and they ran away when her father screamed loudly.

Alleging that there was a conspiracy to kill her and her father, Sushmita demanded security for them.

It may be recalled that Sankar Rao was arrested on a complaint of dowry harassment by his daughter-in-law. He developed illness during custody and was shifted to the Care hospital. Sushmita says there was murder attempt on him in the hospital.

According to her version, some person went into his room in the ICU of the hospital. Sankar Rao became alert when there were movements and screamed for the nurse. The stranger who sneaked in, has run away. She said her father told her about it and added that she saw some strangers sitting at the ICU and identified three of them as known policemen. The fourth person was unknown.

Sushmita said she had complained about this to the police and sought security. She said facts would come to light if CC TV footage was observed. However, police said they were all policemen on duty and Sushmita had mistaken them to be outsiders.

NEW DELHI: Statehood for Telangana is likely to be announced before the monsoon session of Parliament, a critical decision that Congress hopes will turn its political fortunes in Andhra Pradesh where it faces the mammoth task of retaining power and securing a big Lok Sabha tally.

The nod to bifurcation of Andhra Pradesh will mark the end of over three-year long suspense since December 2009 when UPA rolled back the announcement for Telangana under pressure from leaders of the state's Coastal and Rayalaseema regions.

The ruling camp is said to have made up its mind to create a new state despite the continuing opposition from sections within the Andhra unit of the party and some central leaders. The leadership is still engaged in discussions but, it is learnt, they revolve around the nitty-gritties of how the decision is to be implemented.

The Congress organization, including state ministers, held a huge rally in Hyderabad on June 30 seeking Telangana. The massive show on the polarizing issue would not have been possible without the leadership's backing, and showed that the leadership had finally come around to resurrect its December 2009 promise for statehood. An announcement is likely before the Parliament session in the first week of August.

Division of Andhra is seen by Congress as a step towards redeeming its credibility that took a beating in the wake of its volte face in December 2009.

The party estimates that bifurcation will put it on top of 19 seats of Telangana since the only potent force in the region, Telangana Rashtra Samithi, would be left without its core issue. It would also seek to check any momentum in favour of BJP that is looking to beef up its modest organizational muscle with the promise of statehood.

The Congress move on Andhra to repair its political fortunes is part of the larger national design with an eye on 2014. In Tamil Nadu, it has moved closer to DMK, its ally turned detractor that only recently left UPA accusing the Centre of ignoring the plight of Tamils in Sri Lanka.

At the same time, the party sealed a deal last week with JMM, agreeing to prop up its government in Jharkhand in return for a tie-up for Lok Sabha polls while cornering 10 of the 14 parliamentary seats.

Congress has been rudderless in Andhra that accounts for 42 Lok Sabha seats since the death of its mascot Y S Rajasekhara Reddy in 2009. While the party faces hostility in Telangana for reneging on its promise of statehood, it is staring at massive mobilization in favour of rebel Jaganmohan Reddy in Coastal and Rayalaseema regions.

The resolution of Telangana is likely to be supplemented by efforts to tie up with Jagan.

There have been indications that AP could be reorganized in a way that two districts of Rayalaseema - Ananthapur and Kurnool - are included in Telangana. It would divide the state in half with 21 seats each in Telangana and Andhra.

Post-Telangana, the Centre is likely to provide a package to Andhra to develop a new capital over a time period to be specified. Hyderabad is likely to be given to the new state.

While it is late for UPA-2 to create Telangana while in office, any movement to start the process is seen as enough to convince the people that it is a final decision.

Hyderabad: The busy Dilsukhnagar area of the city, which witnessed twin bomb blasts on Thursday, is limping back to normalcy with shopkeepers and roadside vendors resuming their business. Traffic returned to normal today and commercial establishments began to open on the stretch, two days after the deadly terror attack near the bus stand, claimed 16 lives.

Dilsukhnagar, which connects to Hyderabad-Vijayawada highway, is abuzz with activity on a usual day, as it houses a number of educational institutions, coaching centres for job aspirants, government offices, several malls and innumerable commercial establishments. Now, a sense of fear has gripped the area since the simultaneous blasts.

"But, life has to go on. Such a thing should not happen again," Krishna Prasad, a private company employee, said. Meanwhile, sources in the state-run Osmania General Hospital said that the condition of some of the injured is stated to be critical. The Andhra Pradesh government has promised to bear their cost of treatment.

Every home minister of the country has had to live literally in the shadow of the first occupant of the post. In the stairway of North Block leading to the home minister’s office, there is a lifesize portrait of Sardar Patel. He has been eulogised in textbooks as the ‘Iron Man of India’ and is probably the only Congress leader of the freedom movement who still enjoys widespread endorsement across the political class (don’t forget Mayawati has spoken out against the Mahatma). Which is perhaps why SushilKumar Shinde is finding life in the chair once occupied by the mighty Sardar a little too hot to handle.

From court constable to sub-inspector to two time Maharashtra chief minister to a state governor to Lok Sabha leader and home minister, Shinde is a shining emblem of upward mobility in politics. Being a dalit in an age of caste assertion has been a big advantage, although to be fair to the man from Solapur, he has never worn his caste on his sleeve. His ever-smiling, non-confrontational persona has also been an asset in a coalition era where ministers are expected not to rock the boat. And yet, the home minister’s office is neither a Raj Bhavan-like sinecure nor can it be reduced to a reward for unswerving ‘loyalty’.

Unfortunately, that is precisely what the UPA government appears to have done. Historically, the home minister was the de facto number two in government. Sardar was deputy prime minister and home minister. So was LK Advani, who interestingly even sought to borrow the ‘Lauh Purush’ brand from the original macho politician. Through the 60s and 70s, the home minister of the country was seen to be a near-parallel authority to the prime minister: giants like Rajaji, YB Chavan, Lal Bahadur Shastri, Indira Gandhi (who was both home minister and PM between 1970 and 73), and Charan Singh were appointed home ministers in recognition of their political stature.

The transformation in the role of the home minister began with Indira Gandhi appointing Giani Zail Singh to the post in 1980. Zail Singh’s two years as home minister were a disaster, a period in which the idea of Sikh separatism was incubated, the north-east was pushed to the brink and Kashmir began to simmer. Rather than being held accountable, Zail Singh was rewarded with the Presidency in 1982. Gianiji almost rewrote the concept of political sycophancy by commenting, “If my leader had said to pick up a broom and be a sweeper, I would have done that!”

The parallels between Zail Singh and Shinde are uncanny. Both are Dalits, both were chief ministers with a limited political base, and both are seen as archetypal Gandhi family ‘retainers’. In fact, in his first interview after becoming home minister, I had asked Mr Shinde for his response to the charge that he was made home minister only because he would do the bidding of 10 Janpath. “ Whatever I am is because of Soniaji’s blessings and I am grateful to her. I will do whatever she wants me to.” It almost sounded like Gianiji all over again.

If Punjab was the wound which Gianiji inflicted on the nation, Shinde too threatens to open fresh sores and re-ingite old flames. First it was his rather loose ‘Hindu terror’ remark at the Congress Chintan Shivir in Jaipur. For a moment, Shinde appeared to forget that he was the home minister of the country and not the political agent of the Congress party. By directly accusing the BJP and RSS of running terror camps, he has created a new antagonism which has only further damaged relations between the government and opposition. Worse, he has given an opportunity to terror merchants across the border to exploit the situation to their advantage. Right wing terror does exist, but it must be tackled with hard evidence and independent prosecution, not by making partisan accusations from party platforms.

Ironically, within weeks of his ‘Hindu terror’ remark controversy, Mr Shinde’s handling of the Afzal Guru hanging raises even more grave doubts of his ability to handle sensitive national security issues. It is possible that Mr Shinde was only following orders, or the advise of senior government officials, when he chose to treat the hanging like a bureaucratic exercise that did not deserve even basic human dignity . But the sight of a home minister with a glint in the eye and a smirk on the lips announcing that Afzal had been hanged and his family had been ‘informed’ via speedpost will go down as one of the more unfortunate examples of the Indian state’s rapidly declining moral fibre, a country where a Gandhian-like conscience has now been replaced by a carnivorous desire for revenge. If after a year of sustained peace, angry Kashmiris have found a new symbol to channelise their sense of victimhood and alienation, then Shinde and his advisers must take prime responsibility. Wouldn’t a more civilised system at least have provided one chance for the family to see Afzal before he was hanged?

Kashmir’s festering problem has a long and troubled legacy which no home minister has been able to conquer. But what of Telangana? After boldly stating that he would be announcing a decision on Telangana’s future in a month, Mr Shinde has now chosen to waffle once again on the contentious issue. His procrastination has further damaged the government’s credibility and could cost the Congress party dearly in the next general elections where Andhra Pradesh still holds the key. It maybe too late for him to change now, but Shinde will just have to learn that as home minister, you just cant smile your way through a crisis.

Post-script: Mr Shinde was shifted from the power ministry to North Block on the very day the country witnessed one of its worst ever blackouts. Clearly, at times in Congress politics, nothing succeeds like failure!

The Manchal police said at 4 pm the 15-year-old boy met the victim, who was playing near her house. “The boy called her to play hide-and-seek and took her to a cattle shed and forced himself on her. As the victim started to scream, her father came rushing and found the boy committing the offence,” Manchal inspector T Venugopala Swamy told STOI.
