New Delhi/Hyderabad: The AICC headquarters has made its intentions amply clear by not issuing passes to six Seemandhra Congress MPs and by not extending invitation to AICC members like JC Diwakar Reddy and Gade Venkat Reddy.

Being the first AICC session after the CWC decision on Telangana, Friday’s one-day session puts a problem in the form of AP bifurcation before the Congress managers.

Despite high-command’s keenness to avoid flare-ups at the session, the Seemandhra MPs refuse to relent and they want to attend the AICC session come what may. At least two of the six MPs – Lagadapati Rajagopal and Sabbam Hari – have asserted that it is their right to attend the party meeting.

Other four MPs who invited high-command’s ire by giving notice of No-Trust motion in the winter session of Parliament, were also not issues passes to the AICC session. They include - Vundavalli Aruna Kumar, Rayapati Samba Siva Rao, Sai Pratap, Harsha Kumar.

Lagadapati said he will take up the issue of entry passes with top Congress leaders. He is keen to stage a Dharna in front of the Talkatora stadium, the venue of the AICC session.

Speaking in Visakhapatnam, Sabbam Hari said they have been refused passes since they will raise the ‘Samaikyandhra’ issue.

Meanwhile, equal attention goes to the absence of Chief Minister Kiran Kumar Reddy at Thursday’s CWC meeting and at the AICC session on Friday.

The CWC meeting is taking place in the run-up to elections and usually, Chief Ministers of Congress-ruled states, PCC chiefs and CLP leaders are usually invited to the meeting. In fact, all CMs and PCC chiefs attended Thursday’s CWC meeting.

It is most likely that Chief Ministers will be seated on the dais on the eve of AICC session. And CM Kiran will be more conspicuous by his absence from the crucial AICC session on Friday.

However, CM Kiran’s attitude towards the AICC headquarters has been on similar lines since the recent past. Kiran excused himself from the press conference Congress Vice-president Rahul Gandhi addressed after chairing a meeting of Congress chief ministers last month. Rahul himself explained his absence then, saying that CM Kiran informed him about a family engagement back in Hyderabad.

In a coincidence, flexi-boards with slogans of ‘Samaikyandhra’ have cropped up in all 13 districts of coastal Andhra and Rayala Seema.

The Congress managers might have feared that the rule-book approach of Seemadnhra MPs at the session will definitely spell trouble. For instance, Lagadapati requested AICC to pass a private resolution on reversing the T decision.

Citing rules in the party constitution for moving a non- official resolution, he had said, "In the national interest, we oppose further division of states. It is resolved to reverse the July 30, 2013 CWC Resolution of requesting the central government to take steps in accordance with the Constitution of India to form a separate state of Telangana."

Political observers say that the “gradual parting of ways” by CM Kiran might be a measured plan, so that Kiran can chart his own course as the 2014 General elections and Assembly elections approach. And if at all, Kiran “has to” come out of the Congress set-up and lead a political outfit to face elections, the life of that outfit will depend on Congress only.

వైయస్సార్ కాంగ్రెసు వర్సెస్ టిడిపి

అనంతపురం జిల్లాలో వైయస్సార్ కాంగ్రెసు, తెలుగుదేశం పార్టీ మధ్య ఉద్రిక్తత తలెత్తింది. పట్టణంలోని సప్తగిరి కూడలిలో టిడిపి ర్యాలీని జగన్ పార్టీ కార్యకర్తలు అడ్డుకున్నారు. టిడిపి ఎమ్మెల్యే, కార్యకర్తల పైన కుర్చీలు, రాళ్లతో దాడి చేశారు. దీంతో టిడిపి ప్రతిదాడికి దిగింది. ఇరువర్గాలు రాళ్లు రువ్వుకున్నాయి. పోలీసులు పరిస్థితిని అదుపులోకి తీసుకు వచ్చారు.

Hyderabad: YSR Congress president Y.S. Jagan Mohan Reddy’s mother Y.S. Vijayalakshmi, sister Sharmila, wife Bharati and two daughters were waiting for him at his home adjacent to Lotus Pond in Jubilee Hills, after he walked out of the Chanchalguda Central Prison on Tuesday evening.

They welcomed him with the age-old ritual of breaking open a pumpkin to keep away bad omens.

Jagan Mohan Reddy’s cousins, Avinash Reddy and Yeshwant Reddy furnished the two securities of Rs 2 lakh each at the Nampally CBI court on Tuesday morning.

With protests raging across the state over the proposed bifurcation, Jagan Mohan Reddy’s release on bail will add a new dimension to the political equation. The YSRC is the only party that favours a unified Andhra Pradesh.

In his bail plea, Jagan Mohan Reddy had cited the ongoing protests in coastal Andhra and Rayalaseema regions as a reason for his release — that he needed to be with his people and lead his party.

Jagan will go on state tour: YSRC

YSRC MLAs and former MLAs met here at the YSRC Legislature Party office in the Assembly on Tuesday and celebrated Jagan’s bail by exchanging sweets. The YSRC MLAs announced that their party president Y.S. Jagan will tour the state after getting the court’s consent.

MLAs N. Prasanna Kumar Reddy, G. Srikant Reddy and others told the media that Jagan Mohan Reddy will move a petition in the court requesting permission to leave Hyderabad city. After getting the court’s nod he intended to make a tour of the state, including Telangana region.

They clarified that their party’s stand on the T-issue was a united state from the beginning. They said Jagan’s release was an opportunity — when people were waiting for a strong leader who would fight to solve their problems.

They criticised the Telugu Desam chief Chandrababu Naidu for his ‘double stand’. They pointed out that all this while Naidu had been praising the CBI, but when Jagan was granted bail he started calling the CBI the ‘Congress Bureau of Investigation’.

YSR Congress legislators told Telugu Desam MLAs to bring pressure on Naidu to withdraw the letter which was given to the centre supporting a separate Telangana.

To a question, they replied that all regions were equal in the eyes of their party, and they claimed their party had strong support in Telangana region too.

There is a buzz in political circles that all hurdles have been cleared for the YSR Congress Party President and Kadapa MP Y S Jagan Mohan Reddy to get bail in the alleged illegal assets case.

The Congress central leadership at the highest level is said to have given the green signal for his reprieve.

A major indication of this is the unequivocal assertion on the part of the the party high command that there will be no going back on formation of Telangana state.

One might wonder as to what is the connection between the state's bifurcation and Jagan's release from jail on bail.

However, there is a political angle to it. For the Congress to move forward on the Telangana formation process, it needs a back-up in the Seemandhra region and it is here that Jagan's assurance of support to the UPA becomes crucial.

It is said that an understanding has been reached between the Kadapa MP and the Congress high command regarding the future political arrangement.

Based on this assurance, the Congress bosses have given the go-ahead for creating conducive atmosphere for Jagan to obtain bail in the disproportionate assets case.

Once the state is bifurcated, the Congress will have to face a certain rout in Seemandhra because of the extent of public anger in the region and it desperately wants Jagan to fill that political space and later extend the support to the UPA.

Post-bifurcation, the Congress would anyway reap rich electoral harvest in Telangana.

The faster the Congress leadership moves ahead on Telangana statehood issue, the clearer the path for Jagan to walk out on bail, it is said.

According to several surveys conducted by the national media, the YSR Congress Party has emerged as a dominant force in the Seemandhra region.

"In these difficult times when the people of Seemandhra have hit the streets demanding justice, it is my responsibility to be by their side and support them in all possible ways. I have never influenced the course of the investigation or the witnesses in the case. I may kindly be granted bail since the Supreme Court's time-frame for completion of investigations has ended," Jagan had pleaded with the special CBI court in his bail petition.

The verdict is expected to come on Sept 23.

Jagan is lodged in Chanchalguda central jail in Hyderabd since his arrest by the CBI in May last year in connection with the disproportionate assets case.

The Appellate Tribunal has stayed the order of the Enforcement Directorate (ED), attaching the properties worth Rs.51 crore in connection with the ongoing DA case against the YSR Congress Party President Y S Jagan Mohan Reddy and his associates.

The Tribunal set aside the decision of the Adjudicating Authority approving the ED's move. It posted further hearing on the matter to August 18.

Earlier in October last year, the ED had attached more than 13 acres of land of Ms Janani Infrastructure Private Limited and fixed deposits worth Rs. 14.50 crore of Ms Jagati Publication Limited as "kickbacks allegedly received in lieu of granting favours" to private entities. Both the companies are owned by Jagan.

The MP from Kadappa is at present lodged in the Chanchalguda central prison in Hyderabad ever since his arrest in May last year.

The attachment order, issued under the stringent provisions of the Prevention of Money laundering Act (PMLA), was also against the private companies which were "illegally benefited as a result of criminal activity" and illegal sanctions granted during the tenure of late Y S Rajasekhara Reddy.

The other properties attached by the agency are 35 acres of land and fixed deposit of Rs. 3 crore of Ms Hetero Drugs Limited, 96 acres of land of Ms APL Research Centre Limited, a 100 per cent subsidiary of Ms Aurobindo Pharma Limited, and fixed deposit of Rs. 3 crore of Aurobindo Pharma.

The properties of these firms have been attached as the agency alleges that these companies received illegal favours from the then Andhra Pradesh government.

The ED attachment ensures that these properties cannot be used by the accused and he is devoid of any benefits from these assets, and such an order can be challenged by the accused at the adjudicating authority of the PMLA.

In its order, the agency said during the investigation it was revealed that "as a result of the criminal activity, Ms Hetero Drugs Limited and Ms Aurobindo Pharma Limited were illegally benefited by Rs. 8.60 crore each in the allotment of 75 acres of land to each of them by the state government of Andhra Pradesh while Ms Trident Life Sciences Limited was illegally benefited by Rs. 4.30 crore in the allotment of 30.33 acre land".

The agency said these allotments of lands were done "illegally by the state government at a lower rate than the rate fixed by the price fixation committee".

The Enforcement Directorate found that "in return of this favour, a sum of Rs. 14.50 crore was paid to Ms Jagati Publications Limited and Rs. 15 crore was paid to Ms Janani Infrastructure Private Limited (the companies owned and controlled by Jagan Mohan Reddy). The ED began its probe against Jagan and his associates on the basis of the CBI FIR which stated that since "May 2004 Jagan Reddy floated number of companies wherein quid pro quo investments have been made by the beneficiaries from the decisions of the state government in various forms like SEZs, irrigation contracts, relaxation/permission for real estate ventures, mines among others".

YSR Congress party chief Y.S. Jaganmohan Reddy, or Jagan as he is popularly called, Monday completed one year in jail in a disproportionate assets case. The member of parliament from Kadapa was arrested by the CBI on this day last year.

The YSR Congress party has announced two-day protests from Monday, over what it calls the continued undemocratic detention of its leader.

The party plans to hold candlelight marches across the state. A rally is planned Monday evening at Necklace Road here.

Party leader Sobha Nagi Reddy believes Jagan's arrest is a part of a political conspiracy hatched by the ruling Congress and main opposition Telugu Desam Party (TDP), using the Central Bureau of Investigation (CBI) as a tool to settle political scores.

However, both the Congress and TDP believe Jagan was suffering as he plundered public wealth when his father Y.S. Rajasekhara Reddy was chief minister 2004-09.

The CBI, which has so far filed five charge sheets against Jagan and others, has charged him with entering into a criminal conspiracy with his father to dole out favours to companies and individuals, who invested in his business under quid pro quo deals.

The central agency is likely to file three to four more charge sheets.

The courts refused to grant bail to Jagan on many occasions in the past year. The Supreme Court, in its order early this month, said he may apply for bail after the CBI completes its investigations in four months.

Jagan's political rivals accused him of running party affairs from jail. About a dozen legislators and some key leaders of both the Congress and TDP joined YSR Congress after meeting Jagan in the Chachalguda Jail here during the last one year.

Though Jagan's mother Y.S. Vijayamma and sister Sharmila are trying to keep the party afloat, their biggest worry is what might happen to the party if Jagan does not emerge from jail before assembly and general elections, both of which will be held next year.

TDP chief N. Chandrababu Naidu believes even if Jagan gets bail, he would not be able to impact the poll outcome.

"You have seen what happened in Karnataka. People are fed up with corruption. They have decided to punish the corrupt," said Naidu, while predicting that the YSR Congress would meet the fate of parties launched by former Karnataka Chief Minister B.S. Yeddyurappa and former Karnataka minister and jailed mining baron G. Janardhana Reddy.

Born on Dec 21, 1972, in Kadapa district, Jagan is the only son of YSR. A graduate in commerce, he entered into business at a young age. He is married to Bharathi Reddy and has two daughters.

Jagan, who has interests in mining, cement, power generation and media, launched a newspaper and TV channel in 2008 to further his political ambition. He was elected to the Lok Sabha in 2009 when his father retained power in the state for second term.

However, YSR's death in a helicopter crash in September 2009 changed his world.

The 41-year-old quit the Congress after the leadership turned down his claim to the chief minister's post. He floated the YSR Congress and was re-elected to the Lok Sabha from Kadapa in the byelection.

Jagan had then declared assets of Rs.365 crore, making him one of the richest politicians in the country.

However, trouble began for him in 2011 when the high court, on a letter from Congress leader P. Shankar Rao, ordered a CBI probe into his disproportionate assets.
